History

“PAVLODARENERGO” JSC has more than half of a century history full with interesting and exciting events, demonstrating a dynamic development of the Company and professionalism of its team.  

In 1964 the whole energy sector of Pavlodar region was united into “PAVLODARENERGO” District Administration. A year after that, by the enactment of the Council of Ministers the district administration was reorganized as “PAVLODARENERGO” industrial association. Back then the following organizations were included into its balance: Pavlodar CHP-1, CHP-2 and CHP-3, Ekibastuz SDPP-1, SDPP-2, Ekibastuz CHP and Yermakovskaya CHP.

Company made a huge contribution into development of the region. At the territory of the region main inter-system electricity lines were constructed, which allowed uniting kazakhstani energy system and creating the united energy system of Northern Kazakhstan.

On October 2, 1971 Pavlodar Enterprise of Heating Grids was founded, which gave a possibility to centralize the processes of district heating and ensured a new push to the development of heating grids of Pavlodar. In the sphere of electricity generation at CHPs also significant measures were taken and launching new capacities was done annually.  

With collapse of the USSR and economical downturn in 1995 “PAVLODARENERGO” Industrial Association became a Republican State Enterprise. And in 1997 the property of Pavlodar CHP-2 and CHP-3 was put to auction and purchased by “Central-Asian Power Energy Corporation” (CAPEC) Joint-Stock Company.

In 2002 “PAVLODARENERGO” Open Joint-Stock Company was founded and in 2003 it was reorganized as Joint-Stock Company. The generating capacities of energy system included Pavlodar CHP-2 and CHP-3.    

In 2002 “Pavlodar Regional  Electric Distribution Company” JSC joined “PAVLODARENERGO” JSC group of companies. In the same year “Energocenter” JSC joined the Company, and in 2011 was reorganized as “Pavlodarenergosbyt” LLP.

In 2005 the Company was also joined by Pavlodar heating networks, united as “Pavlodarskiye teplovyie seti” JSC and in 2011 reorganized as a Limited Liability Partnership.

After finalizing the deals of acquiring energy generating and energy transmitting organizations of Pavlodar region “CAPEC” JSC started to invest funds into projects of reconstructing and upgrading the fixed assets of power plants of “PAVLODARENERGO” JSC, which within 1990s did not undergo a capital refurbishment. In 2006 on Pavlodar CHP-2 reconstruction of turbine compound # 2 was completed.

The Company continued to expand and in December of 2007 “PAVLODARENERGO” JSC acquired Ekibastuz CHP and Ekibastuz heating grids.

In 2008-2009 “CAPEC” JSC have transferred the shares of “PAVLODARENERGO” JSC into the charter capital of “Central Asian Electric Power Corporation” JSC, being its subsidiary. Thus “Central Asian Electric Power Corporation” JSC became the sole shareholder of “PAVLODARENERGO” JSC. The composition of shareholders of “CAEPCO” JSC includes “Central Asian Power-Energy Corporation” and international development institutions: European Bank of Reconstruction and Development and Islamic Infrastructure Fund.
